One of the main reasons we choose some authorities is because we trust them. Government has to watch over people. But they live an earthquake just like everyone else. Right after an earthquake is common they make a public statement. They make a call to people to remain calm and to follow orders of people in charge. They also might inform where the epicenter was and the affected zones. First statements about the magnitude, casualties and damages usually change as time passes. Traveling to the damaged areas is also common; people need to know someone is watching over them. Reconstruction should be a government initiative and should end when all places are completely rebuilt.
Armed Forces
Army has different roles after an earthquake. One of those is measuring the magnitude and alerting the government in case of tsunami. Then is the government the one who should inform people about it. Often, for some disasters, armed forces name one man to take responsibility over the entire forces, this man is the one who decides what should be done, but is still relegated to the executive administration. When the situation is out of control, government has to make a decision; it usually ends in a state of emergency. When this happens, armed forces go out and maintain order in streets. Curfews are usual; they start with daylight and end at a certain hour. Any person who’s outside their places without permission might be arrested.
Killing or brutality is never allowed. It does happen, but it shouldn’t. Something else, some Nations have a sensitive relationship with armed forces, especially after civil wars or coup d'etat (I look for the right term, searches gave me that one). This complicated relationship might lead to the government to slow quick decisions.
Media
Inform is the main role here. Morbid interest is not. Some media take advantage on people and rely on their loss to gain audience. Showing almost every side of this story is relevant. News also has some stages. First is to inform what happened; second, where it happened and the affected places; third, immediate consequences; fourth, interviewing people (this is when some people remain calm, some other cry); fifth, they call other people for help; sixth they show when help arrives or when it doesn’t arrive; and so goes on. Don’t expect to see your favorite tv show right after an earthquake, news and special tv shows will take the national tv.
Social Networks
This is a way information travels fast, really fast, and for that people has to be careful when it comes to information posted on the internet. Anyone here can say anything about earthquakes and tsunamis. Fake alerts are usual.

There’s always a certain group or individual who claims the earthquake was a heavenly punishment. Some other people blame it on the LGBT community, some other believe it was part of a big conspiracy, some other blame it on aliens, some other believe it was because ancient gods and goddesses. Some don’t believe anything at all.
Science
Scientists also take over the news, along with people from above. They usually explain what happened and what will happen with simple words so everyone can understand. Some scientists go to ground zero to measure different things, and sometimes they arrive before than everyone else.
Prophets
They take over different spaces. Some of them use books to help their ideas. Some other claim they warned us before but no one listened. And the will make more prophecies about an earthquake and possibly, something worse.

If the government didn’t act as it was expected, there might be some cabinet reshuffle. Revolting and uprisings might lead to it, or the same government will do it.
